William Baines has been handed a four-month suspended sentence with 200 hours unpaid work and ordered to pay a £80 victim surcharge for carrying a knife in public and threatening to obtain a gun to kill another man in Leigh, Greater Manchester. The former soldier was seen with the knife by security staff at a pub in the town, who called the police to the premises. When confronted, Baines told the officers that he carried the knife for protection from the former boyfriend of a woman he had dated and would continue to do so after his sentence. He also said he was willing to arm himself with a gun and to shoot it to avoid being attacked first.

The Association of Chief Police Officers has called on the Treasury in London to raise shotgun and firearms licensing fees to ensure full recovery of the cost of processing certificates. The fee for a five-year firearms or shotgun certificate is currently £50, but each one costs police forces in the region of £200 to process and ensure the safe storage of the weapons. The fee has not increased for over ten years and there is currently an annual shortfall of £18.6 million in firearms licensing costs, which appears to have been associated with severe delays in processing of certificates by a number of forces.
